Planning

Danielle Conaghan

Arthur Cox

A mainstay at Arthur Cox, Conaghan has been at the firm for the entirety of her near 20-year career. Heading its environment and planning group, she also serves on a number of environmental advisory boards and has become known for her in-depth knowledge of the environmental landscape within Ireland. She has previously advised on a number of large-scale wind farm projects and numerous environmental projects for government agencies. Clients include Energia, and Irish Cement, the CRH-owned manufacturer. She was described as a tenacious solicitor who has managed to secure favourable outcomes for clients in even the more difficult cases.

Rachel Minch SC

Philip Lee

A graduate of Cambridge’s BA in Law, Minch has been a partner with Philip Lee for over a decade, and was awarded senior counsel through a patent of procedure in 2021. She made her name advising public authorities on regulatory litigation matters, with the bulk of her work historically coming from An Bord Pleanála and the Environmental Protection Agency (EPA), and involving everything from judicial reviews, statutory appeals and enforcement proceedings. It is regarded as high praise that Minch managed to secure the work of two large public sector clients for so many years. She has also chaired the Irish Environmental Law Association between 2012 and 2018, and worked previously for over 10 years with Barry Doyle and Co, having trained as a solicitor with McCann FitzGerald.

Fred Logue

FP Logue

Once described as “the David to the development lobby’s Goliath” by the Sunday Times, Logue gained notoriety within development circles by the sheer number of judicial reviews in which he has represented clients. And it’s not a matter of quantity over quality either, as Logue is known for having a high rate of success in the various challenges in which he’s been involved.

He has been involved in challenges against the now-scrapped strategic housing development (SHD) process for fast tracking large developments. He has also acted for Friends of the Irish Environment in its successful challenge of the government’s National Mitigation Plan. Logue’s interest seems to lie in challenges that move the dial nationally, as well as across Europe. Logue holds a degree in mathematical physics from UCD and a PhD in physics from TCD, and helped set up Right to Know, a not-for-profit organisation dealing with Freedom of Information (FOI) advice.

Brendan Slattery

McCann FitzGerald

Chances are, if a major infrastructure project has been announced in Ireland in the past few years, Slattery has been an advisor somewhere along the way. He’s a go-to lawyer for many large companies, including some of the biggest developers in Ireland, and known to provide astute advice which has helped many to navigate complex planning disputes. Big names on the client list include New Fortress Energy, Glenveagh, Hammerson, Lioncor, Breedon, and the Land Development Agency (LDA).

Slattery has advised on a wide remit of domestic projects, including key work on the Luas extension throughout Dublin city. As a result of having a nearly five-year stint at Barry Doyle and Co, Slattery is regarded as having a different type of experience to many of his colleagues who have only known the world of Big Law, and he’s respected by those who have acted opposite him in even the most contentious matters.

Alison Fanagan SC

A&L Goodbody

“Outstanding in this field, in my opinion head and shoulders above all others in Ireland,” said a client in the Legal 500 of Fanagan in 2022, adding high praise to an already glittering near three-decade career. Now a consultant within A&L’s litigation department, Fanagan was previously a partner with the firm and is currently joint head of its environmental and planning group, alongside partner Alan Roberts. Her most well-known client and the one that keeps her busy is Irish Water, including on its Greater Dublin Drainage (GDD) project, and she has also worked on Metrolink. She was also recently awarded the ‘Environmental Lawyer of the Year 2024’ at the Lexology Client Choice Awards.

A lot of the work involved in this category often ends up in court and so it would be remiss not to mention some of those involved in the front line of this litigation, including barristers Suzanne Murray SC, Aoife Carroll SC, Stephen Dodd SC, Fintan Valentine SC, and John Kenny.
